In a medium mixing bowl combine cream of mushroom soup onion milk salt and pepper to taste. Alternate ground beef mixture then potatoes until completely used. Sprinkle the shredded carrots over the potatoes. Bake for 1 hour or until potatoes and beef are bubbly and done. Layer the potatoes soup mixture and meat in a 2 quart baking dish.
Combine the soup sour cream and milk. Combine the cream of mushroom soup onion milk salt pepper in a mixing bowl. Add the diced potatoes and sprinkle with salt and pepper. Brown the ground beef over medium heat and be sure to drain the fat. Preheat oven to 350 degrees f 175 degrees c.
Add 1 layer of potatoes. In a medium skillet over medium heat brown the ground beef. Top with a pinch of paprika and grated cheese. Transfer the beef and onion mixture to the prepared casserole dish. Spoon 1 4 cup of the ground beef mixture and spread evenly on bottom of a baking dish.
